At the announcement held at Braintree Town Hall, Energy and Environmental Affairs Secretary Rebecca Tepper stated that the Act is intended to support clean air and water, local food systems, and public lands. Governor Healey also noted the legislation’s goal to reduce costs and speed up housing development through permitting reforms.

Lieutenant Governor Kim Driscoll emphasized the Act's focus on easing pressure on municipal budgets and supporting local governments. The bill also includes provisions for improved disclosure of flood risks and previous damages during property transactions to inform buyers.

The Act covers conservation efforts and water access, including funding to help municipalities improve infrastructure. Climate Chief Melissa Hoffer highlighted the purpose of the Resilient Revolving Fund to extend resources across communities. The legislation also includes measures to address water contaminants like PFAS and support the protection of natural habitats.
