According to a recent article, the Portland Police Bureau, adhering to Directive 810.10, did not participate in any immigration enforcement but underscored its responsibility to public safety and enforcement of state laws.
An Incident Command Team was activated to manage the police resources in the area, which included Dialogue Liaison Officers, Rapid Response Team, Sound Truck, and partners in response to the situation, this initiative was part of a concerted effort to maintain order and deter any criminal activities in the tense atmosphere of political demonstration; dialogue was prioritized over detention in an ongoing strategy to defuse potential conflicts on the ground. No force was employed by the Portland Police Bureau, and the department members were unharmed through the operation.
The absence of immediate arrests does not suggest a dereliction of duty or a blind eye turned towards violations of law, as stated by the Portland Police Bureau, "Sometimes arrests are not made at the scene when tensions are high, but that does not mean that people are not charged with crimes at a later date."
