Residents and developers in Portland can now review and provide feedback on the Regulatory Improvement Code Amendment Package 11 (RICAP 11) Discussion Draft. The City of Portland released this draft as part of ongoing efforts to update and simplify land use regulations. The feedback will be considered before the draft is reviewed by the Planning Commission and City Council.

RICAP 11 includes over 50 proposed changes in three main areas: parking and loading, exterior areas, and general regulatory improvements. The parking and loading section proposes ten changes, such as allowing parking in residential setbacks under certain conditions and updating bicycle parking rules. The exterior areas section includes 16 amendments addressing outdoor spaces and landscaping requirements. The general regulatory improvements section covers 30 amendments on topics like outdoor shelters and clarifying use categories.

The City of Portland will soon announce public hearing dates and comment periods. Residents are encouraged to review the proposals and share their input to help shape Portland’s land use regulations.
