The Texas Senate, following a momentous decision by the Texas House, has dispatched Senate Bill 3070 to the desk of Governor Greg Abbott; the bill, if signed, would dissolve the embattled Texas Lottery Commission (TLC) and transfer the operations of the Texas Lottery and Charitable Bingo to the Texas Department of Licensing and Regulation (TDLR), as per report from CBS Austin.
This legislative action emerges amidst allegations of misconduct within the TLC and critiques of the Texas Lottery, with some lawmakers terming it a "regressive tax" unfairly targeting the state's vulnerable populations, the recent passage of the bill by the Senate was preceded by an amendment proposal in the House, intended to terminate the lottery outright; nevertheless, this amendment was defeated, the bill's advocates including Senate State Sen. Bob Hall, R-Edgewood, who originally aimed to eliminate the lottery, have positioned the legislation as a tailored response to controversies plaguing the commission, including abnormal jackpot wins and associated investigations.
In the language of the legislation, the Sunset Advisory Commission is tasked with a review of the transfer of the lottery's operations to the TDLR before 2029 to determine if it should continue, "Senate Bill 3070 represents a new chapter in our efforts to protect Texans from a vice that takes advantage of the poorest people in our state. But this is not the end of the story," Sen. Bob Hall asserted in a statement obtained by KXAN, hinting at potential future actions.
Among the provisions of SB 3070 are endurances to the existence of lottery operations, led by the new umbrella of the TDLR with stricter regulatory measures and a planned sunset review essential for gauging the integrity of the game under this new stewardship, "Specifically, sunset will assess whether TDLR has sufficient tools to ensure the integrity of the game," Sen. Hall elucidated while discussing the bill on the Senate floor according to the same KXAN report.
The TLC, in anticipation of the legislative outcome, has pledged cooperation for a smooth transition, "The TLC is prepared to fully support the Texas Department of Licensing and Regulation with ensuring that a smooth, seamless and successful transition occurs for both the administration of the lottery and the regulation of charitable bingo," the commission stated in a release noted by KXAN. The next steps hang in the balance as Governor Abbott's signature will either cement the lottery's future or, if vetoed, permit both the TLC and the Texas Lottery to expire by September 1 due to sunset provisions.
