They're hosting open houses in the West Valley, with one at the Rio Vista Recreation Center - 8866 W. Thunderbird Road, tomorrow from 3 p.m. to 7 p.m. The goal is to help residents maneuver through the maze of electricity plans and find ways to cut down on those pesky summer energy costs.
