Additionally, the building's electrical wiring was deemed incapable of supporting additional freestanding air conditioning units.

These temperature-related disruptions have had broader implications for the clinic's services, including the integrity of HIV and Hepatitis C rapid testing kits, which are sensitive to heat, and patient accessibility, particularly when operations must relocate to the Eastern Clinic on E. Fayette Street. "We have employees that are working in these conditions, and we had patients were literally saying ‘Oh my God, it is so hot’," said OIG Isabel Cumming, as detailed by WBAL.
