Along with empty assurances, Silva went as far as scheduling fake appointments with the U.S. Citizenship and Immigration Services, sending his victims on fruitless journeys to Houston. Over 100 people were entrapped in his web of deceit, the majority hailing from Houston and Chicago, while others were from Texas, Illinois, Louisiana, and Florida. His con extracted more than $1.45 million from those seeking a fresh start in America.

As the gravity of these transgressions came to light, authorities like the FBI, U.S. Marshals Service, and Houston Police Department worked jointly to disentangle the scheme. U.S. District Judge George C. Hanks is set to sentence Silva on September 22, where he faces the possibility of five years in federal prison and steep fines – up to $250,000 or twice the gross gain or loss from his offense. Despite the severity of his crimes, Silva was allowed to remain on bond until his sentencing date. Assistant U.S. Attorneys Brad Gray and Rodolfo Ramirez are prosecuting Silva's case, ensuring that justice is served for the victims of his fraud.
