
In a clear response to recent federal decisions, Massachusetts has taken definitive action to sustain reproductive health services following the Trump administration's move to halt federal funding to Planned Parenthood. Governor Maura Healey, along with legislative leaders, announced a $2 million state fund to ensure that Planned Parenthood League of Massachusetts (PPLM) continues to provide non-abortion services, which includes cancer screenings, breast exams, pap smears, contraception, and STI testing and treatment. The funding comes at a critical moment, as the organization faces financial difficulties due to the prohibition of federal Medicaid funds being used for such services at Planned Parenthood clinics.
The financial aid was included in the Fiscal Year 2026 budget, which has been passed by the Legislature and signed by Gov. Healey. Despite the defunding, Massachusetts will still fully cover abortion services through its MassHealth program. "President Trump is continuing his assault on women's access to essential healthcare, including abortion, by cutting off federal funding for most Planned Parenthood clinics across the country," Gov. Healey stated, as reported by the Massachusetts government's official site. She iterated the importance of this $2 million contribution in maintaining high-quality reproductive healthcare despite federal setbacks.
House Speaker Ronald J. Mariano echoed the governor's sentiments, highlighting the importance of the funding in the face of the Trump Administration's attack on women’s rights, noting, "The House is proud to have included this funding in our budget, and we remain fervently committed to ensuring that Trump’s cuts don’t result in our residents losing access to vital care." Senate President Karen E. Spilka also called the defunding a "reprehensible and cruel decision" that Massachusetts aims to counteract with strong support for women's health rights and access to care, according to the same state news release.
Dominique Lee, CEO of Planned Parenthood League of Massachusetts, highlighted the challenging circumstances arising from the federal cuts. "By defunding Planned Parenthood, the Trump Administration is preventing thousands of MassHealth patients from using their insurance to cover essential health care," Lee told the Commonwealth. PPLM has made an effort to cover these services for patients on MassHealth or other Medicaid plans at no charge while they can manage. They expressed gratitude for the Governor, Speaker Mariano, Chair Michlewitz, and Senate President Spilka for prioritizing sexual and reproductive health care access in the FY26 budget. Lee reassured that the additional funds would bolster PPLM's capacity to serve the community amidst the ongoing pressure.
