The facility officially transitioned to public oversight at 9:30 a.m., placing it under the management of ODOC. This change aligns with the department’s mission to manage resources responsibly and improve outcomes for both correctional staff and incarcerated individuals. With this acquisition, ODOC now oversees all correctional operations in the state. The administration, under Governor Stitt, has previously closed three for-profit prisons. The site also includes an additional 400 acres for possible future expansion. The facility itself is, on average, 54 years newer than other state-owned prisons.

According to an ODOC statement, Executive Director Steven Harpe said, “Taking over operations in Lawton will provide greater opportunities for those in our care.” The agency expects improved access to rehabilitation programs under its management. David Rogers, who has over 30 years of experience in corrections, will serve as interim warden and lead the transition process in alignment with ODOC goals.

The purchase totaled $312 million and included all assets except vehicles and weapons. ODOC stated that the transition supports its focus on public accountability, safety, and expanded programming. In the coming weeks, experienced ODOC personnel will be stationed at RRCC to provide support and help ensure continuity during the operational shift from private to state control.
