Earlier this month, on July 11, a dramatic sequence of events unfolded in St. Paul involving a confrontation between a suspect and local law enforcement officers that ended in tragedy. According to a statement released by the Minnesota Department of Public Safety's Bureau of Criminal Apprehension, the man involved has been identified as 32-year-old Tevin Marcel Bellaphant, a St. Paul resident.
On the day of the incident, three St. Paul police officers — Officer Christopher Leon, Officer Melissa Leistikow, and Sergeant Megan Kosloske — responded to an assault call which quickly escalated into a use of force situation, the officers with five, ten, and ten years of experience respectively were then placed on critical incident leave, according to the BCA's report. The initial report stated Bellaphant was seen at an Aldi grocery store on Clarence Street with a child, following an assault and a report that he had taken the child without permission. Upon police arrival at the Aldi store, Bellaphant allegedly shoved Officer Leistikow and made an escape attempt; while fleeing, he fell, and upon getting up, exchanged gunfire with officers in the store, fleeing thereafter across the street to Destiny Café 2, where he fired additional shots, injuring two individuals.
After the incident at Destiny Café 2, Bellaphant continued to Cub Foods, where the confrontation came to an end. The BCA's preliminary investigation outlines that upon locating Bellaphant inside the Cub Foods, officers evacuated shoppers and attempted to negotiate with him. Tragically, during this negotiation, Bellaphant reportedly turned the gun on himself and passed away from the self-inflicted injury despite receiving medical aid from the officers present.
Following protocol, the St. Paul Police Department called upon the BCA to investigate the critical incident. During the investigations, BCA crime scene personnel secured a handgun and spent casings, while body camera footage from the involved officers will be integral to understanding the complete narrative of the incident, as stated in the BCA's press release. This footage will be analyzed as part of a comprehensive review, which, upon its completion, will be turned over to the Ramsey County Attorney’s Office for further review without BCA recommendations.
