According to the City of Bloomington's official announcement, the recognition is the result of a survey administered by the Minnesota Star Tribune and Energage, which ranks workplaces based on direct feedback from employees who rate their workplace culture on alignment, execution, and connection.

More than 5,000 organizations were invited to candidly provide input, and more than 149,000 employees didn't hesitate to share their honest opinions on where they work. This methodology ensures that the results reflect the real experiences and sentiments of those employed by the entities being judged. Bloomington’s ranking bears testament to its commitment to foster a workplace where its staff feels valued and supportive to reach for their potential.
