During the staged crisis, first responders treated the situation as an imminent threat, managing a hazardous material spill resulting from a collision between a chlorine truck and a car near State Road 32 and Springmill Road. The Hamilton County Sheriff's Office and several local fire departments responded under the supervision of controllers and evaluators, ensuring the exercise was conducted with realism and efficiency. Involvement also came from Hamilton County Dispatch and healthcare institutions like IU Health and Riverview Health, as "this was a great way to collaborate with other agencies and to build relationships so that if something like this ever happens, we're ready to respond together," Kayla Arnold, Communications Director for the City of Westfield, told the Hamilton County government.

Regular training is essential for effective emergency management, particularly when coordinating responses across multiple agencies. The LEPC ensures that full-scale exercises are conducted every three years to maintain the preparedness of agencies. In between, tabletop drills are held to further reinforce skills. Ryan Tennessen, Director of Hamilton County Emergency Management, emphasizes the importance of these drills in a statement from the Hamilton County government, "The purpose of exercises like this is to make sure we’re prepared for real-world incident response."

These sessions focus on both executing the drill and evaluating its outcomes. After the exercise, participants gathered to review the events of the day, noting successful strategies and identifying areas for improvement.
