The individuals arrested in the operation ranged from 20 to 70 years old, and several had prior criminal histories, including assault and prostitution-related offenses and weapons charges, some also had open warrants. A shift in Texas law now renders solicitation of prostitution a state jail felony, a charge that used to be a misdemeanor, which could result in up to two years in jail if they are convicted. This change reflects the increased efforts to curb such illicit activities and provide a safer environment for young students and community members.

Explaining the approach, Herman said, "We are attacking this issue from every angle, both supply and demand," as noted by KHOU. The focus on men in these operations comes from the acknowledgment that some involved in prostitution are victims of human trafficking. Hermann's office has reportedly been prioritizing the rescue of those victims while working to eliminate illicit activities that take advantage of vulnerable populations.
