A ninth inmate has died at Rikers Island this year. Ardit Billa, 29, was found unresponsive during a routine check at the George R. Vierno Center. Medical staff attempted lifesaving measures, but he was pronounced dead shortly before 1:00 a.m. on yesterday, the New York Post reported .

Billa, who had been booked on earlier this year following arrests for assault, weapons offenses, burglary, criminal mischief, and possession of stolen property, was awaiting a September 15 court appearance. Department of Correction Commissioner Lynelle Maginley-Liddie extended condolences to Billa’s family, friends, and loved ones, according to Gothamist.

Billa’s death is the ninth reported this year in DOC custody. Advocates note that the total would reach 10 if including the case of Ariel Quidone, who suffered a medical emergency at Rikers, was released, and died shortly afterward. Maginley-Liddie stated that the department will conduct a full review of the incident.

Earlier this summer, the City Council passed legislation requiring the DOC to notify families and oversight agencies promptly after jail deaths. Mayor Eric Adams did not sign the measure, but it became law automatically, Gothamist reported.
