Attorney General Kwame Raoul is standing up for the reproductive rights of veterans and their families, joining a coalition of 22 attorneys general in a plea to the Department of Veterans Affairs (VA). According to a statement from Raoul's office, they're pushing back against a proposed federal rule by the Trump administration that aims to strip abortion care and counseling at VA facilities and from veteran benefits packages. "Those who have served in the military have made countless sacrifices to protect our freedoms and deserve the protection of their rights to reproductive freedom," Raoul stated.

The contention stems from the Biden administration's "Reproductive Health Services Rule," which enables access to abortion services and counseling in specific situations like threats to a patient's life, health, or in cases of self-reported rape or incest. Back in October 2022, Raoul was part of a group of 23 attorneys general who supported efforts to increase reproductive freedom. More information on their previous actions can be found on the Illinois Attorney General's website. This April, Raoul's team and allied attorneys general officials sat down with VA and OMB representatives, advocating against the rollbacks they believe will harm veterans.

Earlier dialogues aside, the Trump administration has still published its proposal this August. Raoul, in a letter co-signed by his coalition peers, criticizes the proposed rule's lack of clarity and says it fails to establish transparent procedures. In unclear "life-only" scenarios, patients have faced unnecessary delays, experienced intense trauma, and in some cases have suffered preventable deaths due to the ambiguity of the current wording.

Raoul's advocacy, as cited on the Illinois Attorney General's website, has been broad and consistent. In Illinois, he's either initiated or supported various bills to ensure the state remains a bastion for reproductive health care. He's also taken his fight to the national stage, opposing restrictive abortion regulations in other states and recently calling on the U.S. Food and Drug Administration (FDA) to lift restrictions on abortion medication. In 2023 and 2024, Raoul was also part of actions to maintain access to such medications across the country.

Joining Raoul’s efforts are attorneys general from California, Massachusetts, Arizona, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, and Washington. As the legal battle to maintain a standard of reproductive care for veterans continues, the significance of this united front from state attorneys becomes ever more apparent, expanding the realm of who's fighting for health rights in America.
