The governor, joined by an ensemble of state officials and the families affected by camp-related tragedies, lauded especially the Heaven's 27 Camp Safety Act, which sets forth requirements for emergency systems, staff training, and the establishment of a Youth Camp Safety team. These new measures spring from an understanding of the unparalleled influence that such experiences can hold over the formative years of Texan youths. Abbott, after the signing, further affirmed his resolve by convening privately with Heaven's 27 families, as detailed by the Governor's office.
The Youth CAMPER Act mandates that youth camps implement and keep current emergency plans, train personnel, and ensure camper orientation, while mandating that parents be notified of floodplain risks with their acknowledgment in writing. The Department of State Health Services (DSHS) is assigned the duty to ensure camps comply through various enforcement measures like inspections and licensing controls. Senate Bill 3 inaugurates a grant program for early-warning systems in flood-prone localities, expanding the scope of safety beyond camps alone.
Senate Bill 1, also known as Heaven’s 27 Camp Safety Act, takes an uncompromising stance against licensing youth camps that occupy FEMA-designated floodplains, barring few exceptions. It includes annual emergency training and an online registry for licensed camps, and extends its reach to campgrounds and recreational vehicle parks.
