
Minneapolis' very own Budget Director, Jayne Discenza, has been singled out for her financial wizardry by being named a “Top Woman in Finance” by Finance & Commerce. A Minnesota-centric accolade, it's not handed out lightly, distinguishing 37 women who've notably shaped the finance sector this past year. That's according to the City of Minneapolis, which couldn't be prouder of her achievement.
Joining the ranks in 2019, Discenza has quickly climbed the city's financial ranks, moving from analyst to director in a space of mere four years. In her role, she completely overhauled the City's budget book into something far more palatable for public consumption—an online, interactive report. This move was part of her efforts not only to permanently boost the city's transparency but to genuinely engage residents in the budget process. "Jayne is a brilliant budget leader, and her exceptional stewardship of taxpayer dollars makes Minneapolis stronger," Mayor Jacob Frey testified in a statement obtained by the City of Minneapolis.
The public engagement initiative that Discenza pioneered includes focus groups, which aim to close the information gap on the budget-making process, a shift that's particularly impactful for traditionally marginalized communities. Chief Financial Officer Dushani Dye put it succinctly when she said, "Jayne's focus is on improved understanding of budget choices so that residents are empowered to offer feedback." Discenza's work, as Dye elaborated to the City of Minneapolis, isn’t just about building bridges—it’s about laying down the hard truths of property taxes for both renters and homeowners.
Outside the grind of fiscal responsibility, Discenza commits her time to several non-profit causes. She presides as chair of Pro-Choice Minnesota and has played an active role both in the League of Women Voters of Saint Paul and as a volunteer lead with the Planned Parenthood Action Fund. Finance & Commerce's editor-in-chief David Bohlander lauded Discenza by saying, "Jayne’s professional accomplishments, leadership in our community and commitment to her profession are impressive." It's clear her reach extends well beyond balance sheets and tax revenues. The big and surely well-deserved nod will be officially given at a networking event this November, where Discenza will stand shoulder to shoulder with other figures lauded for their financial acumen.
