
The City of Portland says a blue and white boat without a hull number received a pre-seizure notice from the Portland Bureau of Transportation Parking Enforcement Division. The notice, issued on September 10, cites illegal parking in a public right-of-way under Portland City Code 16.20.170. It classifies the vessel as 'Abandoned' under ORS 830.908 (1) for being left without authorization on public or private property or in state waters, according to the City of Portland.
The City of Portland reports that the enforcement agency plans to seize the boat if it is not removed by 7:00 a.m. on October 3. If seized, the owner must pay for salvage, towing, and storage. Unpaid costs could result in the boat being destroyed or sold, with the owner remaining responsible for any remaining expenses.
The blue and white boat near 5457 SW Martha Terrace is listed under case number 2025-57332. The owner can request a hearing with the enforcement agency within 10 business days of the notice to challenge the seizure, stating whether the vessel is not abandoned or derelict or providing other reasons. An appeal can also be made to a Code Hearings Officer under Portland City Code Chapter 16.30 by submitting a hearing request online within the 10-business-day period. "Your request must include a description of what you believe makes this determination invalid along with copies of any evidence you wish to submit," as stated in the notice. Appeals are filed with the City of Portland Code Hearings Office, which acknowledges receipt, and the initial decision may be paused while the appeal is reviewed.
