
The Bloomington Police Department has arrested 26-year-old Stephen Dixon on charges of murder after a fatal shooting that took place late in September. Authorities responded to reports of a possible shooting at the intersection of West Howe and South Morton streets on September 26, around 9:40 p.m., where they discovered 29-year-old Shawn Sullivan with a gunshot wound. Despite lifesaving efforts, Sullivan passed away at IU Health Bloomington Hospital shortly after. According to a report by WTHR, the Monroe County coroner identified the victim as Shawn Sullivan of Bloomington.
In a developing narrative, Bloomington Police followed a sequence of surveillance tapes and witness testimonies to apprehend Dixon. Witnesses claim that on the night of the incident, Sullivan, who was unhoused, was walking with two women when they were approached from behind by a car. Trying to retaliate, Sullivan threw his bike at the car, which prompted the driver, allegedly Dixon, to shoot him. The arrest was made following extensive police work which included a review of security footage from a local Circle K gas station, as reported by IPM.
Further connections were drawn when the vehicle seen at the shooting also appeared in a security footage of a separate shooting incident that took place just days prior. The vehicle involved in both cases was registered to one Kaila Simms. Tips from the public also pointed towards Dixon's involvement, precipitating his capture and subsequent charges for murder, unlawful carrying of a handgun, and criminal recklessness. During the arrest, carried out in a calculated action at a Bedford gas station, Dixon was found in possession of a loaded handgun, as per details in the report by Captain Ryan Pedigo of the BPD, shared by FOX59.
In an extension of the legal repercussions following the incidents, alongside Dixon, Kaila Simms faces charges related to neglect of a dependent. This legal entanglement speaks to multiple threads of accountability in the fabric of criminal proceedings.
