The alleged perpetrator of this environmental offense is one Carlos A. Moreno, 21, identified and arrested on charges of Illegal Dumping ranging between 5 pounds and 500 pounds, or 5 gallons to 100 cubic feet, with a bond set at $1,500 as per El Paso County Sheriff Oscar Ugarte.
