In a recent turn of events, former Yuma Elementary School District human resources specialist Mercedes Brena, also known as Mercedes Ruiz, has been charged with multiple felony counts for alleged misconduct involving school district funds. The charges stem from a series of fraudulent acts that reportedly took place between November 2021 and October 2022. According to a report by the Arizona Auditor General's Office, Brena is said to have engaged in three separate payroll schemes for her personal gain and made unauthorized personal purchases with a District purchasing card and two District credit cards.
The misuse by Brena led to an approximate loss of $86,388 for the District, as per the investigation details. It appears that Brena has admitted involvement in the payroll fraud and to benefiting personally from some of the unauthorized card purchases. In response to these findings, the report was submitted to the Arizona Attorney General's Office, and subsequently, on August 18, 2025, evidence was presented to the State Grand Jury, resulting in Brena’s indictment of, 9 felony counts related to misuse of public monies, theft, fraudulent schemes and practices, and forgery.
As stated in the Arizona Attorney General's Office report, "Ms. Brena admitted to us she was involved in all 3 payroll schemes, and personally benefited from some of her unauthorized p-card purchases." The District took prompt action upon discovering the alleged misconduct, ensuring that appropriate measures were taken to address the issue and prevent future occurrences. The case is now proceeding through the legal system, and it is anticipated that further details will emerge as the process continues.
