
The City of Memphis has launched the Residential Repair and Rehab Assistance Pilot Program (RRRAP) to help residents with urgent home repairs and access energy-efficient upgrades. The program, announced by the Division of Housing and Community Development (HCD), targets homes that were previously ineligible for the Weatherization Assistance Program (WAP) due to major repair needs such as roof damage or unsafe electrical wiring.
As per the City of Memphis release, the first phase of RRRAP will assist households that previously applied for WAP but were denied because of necessary repairs. The city’s Weatherization team will manage the program to provide these services.
Funding for RRRAP comes from federal resources, including the U.S. Department of Housing and Urban Development’s Healthy Homes Production Grant and Community Development Block Grant. The program is designed to enable more households to complete repairs that can later qualify them for weatherization services.
New applications for RRRAP are expected to open after the initial group of deferred WAP applicants receives repairs, tentatively scheduled for mid to late 2026.
