
The City of Portland is targeting a 1968 green and white Tomsawy boat with expired Washington registration WN 802 AV, classified as an "Abandoned vessel," after it was left without authorization near 4407 SE 12th Ave. The Portland Bureau of Transportation Parking Enforcement Division issued a pre-seizure notice on October 9, requiring its removal by 7:00 am on Friday for parking illegally in the public right-of-way under Portland City Code 16.20.170, according to the City of Portland.
If the boat is seized, "the owner of the vessel may be liable for the costs of salvage, towing & storage of the vessel," and unpaid fees could lead to the vessel being destroyed or sold. The hull number is 499245, and the boat was recently moved from a prior location across from 4741 SE 30th Ave, reinforcing its status under ORS 830.908 (1) as an unauthorized abandoned vessel, as reported by the City of Portland.
Owners who want to contest the seizure of their vessel must request a hearing from the enforcement agency within 10 business days of receiving the pre-seizure notice. The request must state if the owner believes the vessel is not abandoned or derelict, or provide other reasons to challenge the seizure. Appeals can be made to a Code Hearings Officer under Portland City Code Chapter 16.30, with an online submission required within 10 business days of the determination, including reasons and any supporting evidence. The vessel’s registration has been expired since 2013, as stated by the City of Portland.
