In municipal staffing news, the City of Portland's Auditor's Office has named its choice for a pivotal role. Rosie McGown will take on the position of Business Operations Manager, a role central to the functioning of an office charged with maintaining the city's operational transparency and accountability. McGown is stepping into a job that spans critical areas, from human resources to budgeting and finance—an especially significant move given the current fiscal challenges being faced.
Since an amendment to the City Charter back in 2017, the Auditor's Office has handled much of its own human resources and procurement to prevent conflicts and maintain independence. McGown's role will be to lead the business operations side, which includes managing the city's budget, accounting, personnel activities, human resources policy, and administrative services. McGown's experience, featuring ten years in similar fields like procurement and operations, is poised to serve her well in the challenges that lie ahead, especially given her most recent stint leading purchasing for the City of Tigard.
According to a statement on the city's website, McGown was instrumental in advancing policies and training in her former role to improve compliance, transparency, and the inclusivity of procurement processes. Her efforts didn't stop there; she also played a key role in a major public facilities project with a budget estimated at $150 million.
In addition to her practical experience, McGown brings with her a strong academic background, having earned a Master of Public Administration with a focus on local government from Portland State University, and a B.A. in philosophy and religion from San Francisco State University. Her previous tenure at Metro regional government also saw her leading financial reporting and forecasting for a substantial Parks and Nature Bond project valued at nearly $475 million, an experience which, no doubt, adds to her understanding of complex budget and fiscal management in public sector operations.
Auditor Simone Rede has expressed confidence in McGown's appointment, saying, "The Auditor's Office and its nearly 50 employees are lucky to have someone with McGown's varied background and experience." She emphasized that McGown's "leadership in procurement and budgeting will strengthen the Auditor's Office as we continue to ensure open and accountable City government in a challenging fiscal environment."
