The City of Phoenix has recently ushered in Ryan Touhill as the new Community and Economic Development Director, a move signaling a clear intent to bolster its economic landscape. With a robust background spanning almost 20 years in local government and economic development, Touhill is prepared to fully embrace and strategically lead Phoenix's growth. He departs from his former post as Director of Arlington Economic Development in Virginia, a role distinguished by his spearheading of the AED's Strategic Plan for Economic Growth, according to Phoenix's official announcement.
During his tenure at Arlington, Touhill notably led efforts to secure millions in new investment and was integral in fostering the development of thousands of jobs, as reported by the City of Phoenix. Initiatives such as the All In Arlington tourism campaign and strategies to reinvigorate commercial districts were among the successful undertakings attributed to his leadership. His previous role at the Alexandria Economic Development Partnership was also marked by significant accomplishments, including the pivotal role he played in bringing Amazon's second headquarters and Virginia Tech’s Innovation Campus to Northern Virginia, in addition to leading economic relief programs during the COVID-19 crisis.
“Ryan’s proven track record of driving economic growth, fostering innovation, and supporting community development makes him an outstanding choice to lead Phoenix’s Community and Economic Development Department," City Manager Jeffrey J Barton imparted in a statement obtained by City of Phoenix official press release. The City expresses strong confidence in Touhill's ability to build upon Phoenix's solid foundation, propelling the city as a leading hub for business and innovation.
Touhill's academic credentials include a Bachelor of Arts from George Mason University and a Master of Public Administration from George Washington University. Further enriching his profile, he actively engages with the Virginia Economic Developers Association and the Northern Virginia Economic Development Alliance. Assuming the mantle on December 1, 2025, he will succeed Christine Mackay, who after 11 years of esteemed service with Phoenix, transitions to lead the Greater Phoenix Economic Council as President & CEO.
