Sure enough, the reality of the situation was as precarious as the report: not only was the second big rig tractor being towed by a mere metal pipe, but also, upon inspection, officers discovered the brake chambers of the truck were dragging on the ground, demonstrating that they were nonfunctional. This poses a significant danger to everyone on the freeway. 

The driver received a citation for the risky roadside improvisation, and both the trucks were removed from the freeway. This time, they were towed properly by actual tow trucks.
