The Multnomah County Board has appointed Stacy Cowan as director of the County's Office of Government Relations. Chair Jessica Vega Pederson said, "I’m pleased to say this is not one of them," referring to the decision to appoint her, according to the Multnomah County.

Cowan has over 15 years of experience in public policy, including work with the City of Portland and SEIU Local 503, covering human services, transportation, and public safety. The County Board unanimously approved Cowan's appointment. Commissioner Juila Brim-Edwards said, “the importance of the credibility of the individual delivering factual information — and at the same time advancing our point of view, perspective or what we’re trying to accomplish — is critically important.” Commissioner Vince Jones-Dixon described Cowan's journey as inspirational. Commissioner Meghan Moyer, who previously worked with Cowan at SEIU Local 503, expressed confidence in her leadership. Commissioner Shannon Singleton said, “I really respect and appreciate your perspective and I know your team is really well-supported,” and noted she looks forward to working with Cowan on equity and funding discussions at the state level, as stated by the Multnomah County.
