A Cincinnati foster mother is facing charges after allegations surfaced of her abusing a foster child with disabilities. The Hamilton County court documents reveal that the woman, identified as Kelly Lewis, 52, of Cheviot, is accused of depriving the child of food and water over a period of several months, which led to the child's significant weight loss and subsequent hospitalization.
The neglect occurred between April 14 and August 19 at Lewis' home on Applegate Avenue, according to FOX19. The child, whose age has been stated as 8 years old by the Hamilton County Prosecutor's Office, suffered enough to require a 29-day hospital stay, a detail confirmed by LOCAL12. Lewis was arrested on Wednesday morning and is being held at the Hamilton County Justice Center, facing a felony count of endangering children.
Lewis is scheduled for a court arraignment on Thursday. Details about the boy's condition following his hospitalization have not been publicly disclosed. Concern over the child's welfare first arose with the drastic weight loss witnessed while under Lewis's care. The Enquirer reports that authorities had not yet responded to inquiries about the current state of the child as of the morning of November 6.
Lewis's arrest brings to light the deep-seated vulnerabilities within the fostering system, where those entrusted to protect can sometimes become the very source of harm. In the aftermath of the arrest, there has been no comment from Cheviot police or the Hamilton County Department of Job & Family Services. SAFY of Ohio (Specialized Alternatives for Family and Youth) also remained silent. This case, like too many before it, sparks a renewed scrutiny over the mechanisms of oversight in the foster management system.
