
A former Elgin Independent School District employee was arrested in mid‑November on a charge alleging an improper relationship with a student, a case that has rattled families and school leaders and revived tough questions about how off‑campus activities are supervised. Authorities say the investigation is still active, and Elgin ISD is working with local law enforcement as the legal process moves forward.
Arrest and allegations
Turran Cortez Fennix, 34, was arrested on Nov. 16 and booked into the Travis County Jail at 8:23 p.m., according to the Travis County Sheriff's Office as reported by Fox San Antonio. Court records list a charge of improper relationship between an educator and a student.
What the affidavit alleges
An arrest affidavit reviewed by KXAN states that an eighth‑grade student on Fennix's dance team told investigators the employee inappropriately touched them after sleepovers at his home. Documents cited by the outlet say team members stayed overnight at Fennix’s house in December 2024 and again in spring 2025, and that the student later reported the contact to police.
District response and resignation
Elgin ISD Superintendent Al Rodriguez said the district moved quickly once officials were notified, assisting law enforcement and following required reporting procedures. Rodriguez also confirmed that Fennix resigned from the district on Sept. 5.
"The District is committed to working closely with local law enforcement agencies," Rodriguez said in a statement to Fox San Antonio.
Legal implications
The charge, prosecuted under Texas Penal Code Sec. 21.12, targets sexual contact between an educator and a student and is classified as a second‑degree felony under state law. The potential punishment range for a second‑degree felony is outlined in Sec. 12.33, and the statute also bars public release of an enrolled student's name.
Prosecutors will review the affidavit and other evidence before deciding whether to move forward with formal charges beyond the initial arrest.
What happens next
Court records show Fennix was released the day after his arrest on a surety bond, and KXAN reports the bond was set at $15,000. Investigators and prosecutors are continuing to review the case, and it is not yet clear whether additional counts or an indictment will follow.
District officials have urged parents with concerns about student safety or past incidents to contact campus administration and local law enforcement. As the investigation continues, Elgin ISD says it will keep cooperating with authorities while the courts determine what comes next.
