In a social media post by the Horizon City Police Department, Ricardo Tovar, aged 36, faced arrest for a DWI offense, the second such incident on his record. The incident occurred early Saturday, when Tovar failed to yield at an intersection in Horizon City and was subsequently stopped by a patrolling officer. The Horizon City Police Department post stated, "Early Saturday morning, November 15, 2025, at about 1:30 a.m., a Horizon City Police Department officer safely stopped and arrested Ricardo Tovar, 36, for Driving While Intoxicated – Second Offense."
Having responded to an emergency call, the arresting officer managed to avoid a collision after the vehicle, driven by Tovar, failed to yield at the intersection of Darrington Road and Talent Way. Upon conducting a traffic stop, signs of intoxication were observed, leading to Tovar’s arrest. It was during the traffic stop that signs pointed to the state of inebriation, where Tovar also declined sobriety testing.
Tovar’s previous encounter with the DWI law was unearthed through a records check, confirming that this was not his first infraction but indeed a second offense. This detail was later booked into the El Paso County Jail, ensuring the measure of his history with the law would not be forgotten.
The Horizon City Police Department took the opportunity following the arrest to issue a reminder about the dangers of drinking and driving with their statement: "We want to remind everyone to always plan a safe ride home. Drinking and driving puts lives at risk — including your own."
