The City of Garland announced the return of Lilly Clarke to its fold as the new Managing Director of Human Resources, starting December 15; Clarke, a seasoned veteran with 23 years of municipal HR experience under her belt, has spent nearly her entire career within Garland's Human Resources Department, save for a recent stint in Sunnyvale as their HR Director.
Given her long-standing connection to the city, Clarke's appointment comes as no surprise, she is not only a Garland native but also holds the kind of comprehensive knowledge about the community and organizational structure that can only come from decades of service; despite her years away serving the Town of Sunnyvale where she extended her expertise to cover HR and Risk Management operations, her homecoming is poised to be seamless, this wealth of knowledge expected to contribute to the city’s HR initiatives considerably.
According to the City of Garland's announcement, Clarke boasts an impressive academic and professional background, having earned a Bachelor of Business Administration from East Texas A&M University and achieved not one, but three senior-level HR certifications, including Senior Professional in Human Resources (SPHR), SHRM Senior Certified Professional (SHRM-SCP), and Public Sector Senior Certified Professional (PSHRA-SCP), in addition to pursuing an All-Lines Adjuster license.
Her qualifications are complemented by her bilingual fluency in English and Spanish which augments her capacity to engage with and advocate for a diverse workforce and the broader community; Clarke takes pride in her Leadership Garland accolade through the Garland Chamber of Commerce, this connection underscoring her commitment to local enterprise and her drive to cultivate a workplace where "employees feel empowered and inspired to serve the community with excellence."
