
The Y-12 National Security Complex has downgraded Building 9206 from a nuclear facility to a radiologically contaminated one, marking a major step toward its future demolition. According to Y-12, the World War II–era structure once played a key role in America’s nuclear weapons program. It previously housed operations including chemical recycling, charge preparation, and the processing of highly enriched and depleted uranium.
When operations at Building 9206 ceased in 1994, the site was left laden with uranium-bearing materials and contaminated equipment. This mandated continuous oversight to manage any potential nuclear hazards. Anita Hazelwood, Building Transition Strategy Program Manager, said, "Our goal was to deactivate and downgrade Building 9206 by the end of 2025 to reduce nuclear criticality safety risk, free up valuable resources, and apply lessons learned to efforts in other production buildings," as stated by Y-12. The process, spanning over three decades, was marked by interim decontamination and removal of nuclear materials, punctuated by varying funding sources and strategies. However, an organized, cohesive plan did not emerge until 2015 when the Transition Strategy program secured the financial backing necessary to further these efforts.
Several pivotal steps were essential to the downgrading process, including draining of fissile solutions, removal of components, isolation of systems to protect against water ingress, and the application of fixatives to prevent movement of residual materials. Ultimately, a final nondestructive assay evaluation was required to confirm the building's status transition. The groundwork laid by this project has yielded valuable insights that will be transferred to other buildings within the complex undergoing similar transformations, with an emphasis on criticality safety downgrade strategies and long-term maintenance planning.
The downgrade was completed on schedule and for about $60 million—far below the original $160 million estimate. Y-12 officials attribute the cost savings to work that included disconnecting and draining extensive process equipment and miles of piping to remove enriched uranium and other fissile materials. With the change in status, oversight of Building 9206 shifts to Y-12’s Legacy Facility Stewardship program, which will secure the structure until the U.S. Department of Energy’s Office of Environmental Management demolishes it at a yet-to-be-determined date.
