Montgomery County Council has unanimously passed the HERO Act, ensuring families of fallen firefighters receive timely pension payments, according to the county news release. The legislation, proposed after Master Firefighter Christopher Higgins's death in January, addresses an oversight in the county code and was supported by Councilmembers Evan Glass, Sidney Katz, and others.

Councilmember Glass said, "When firefighters risk their lives to protect us, we must protect them and their families in return," highlighting the county’s responsibility to its public servants. Councilmember Katz, Public Safety Committee Chair, noted the urgency of passing the HERO Act, emphasizing that prompt support for bereaved families is essential, according to Montgomery County.

Lisa Higgins, the wife of the late Master Firefighter Higgins, expressed her gratitude for the act. "This bill means that families like mine will not have to face financial hardship while grieving the loss of a loved one," she told the Montgomery County news outlet.

Captain Scott Kitner highlighted the personal impact of the legislation, noting that Higgins's passing exposed a gap that left families of fallen firefighters vulnerable. He said that with the HERO Act in effect, no family should have to face such hardship, and described it as a powerful way to honor Chris’s legacy and the service of every firefighter.
