Washington County has approved a $25.6 million Commercial Property Assessed Clean Energy loan for Cedarbrook Senior Living to build an energy-efficient assisted living and memory care facility in Tigard, set to open in 2028. The four-story building will offer 107 assisted living units and 58 memory care units to address the growing demand for senior housing, according to the Washington County.

The funding will support eco-friendly building designs and energy-saving systems, reducing utility costs and environmental impact. Annual benefits are projected to include $335,407 in utility savings, 2.3 million pounds of CO2 emissions avoided, and over one million gallons of water conserved, as reported by the Washington County.

Washington County’s CPACE program, run by the Economic Development Office since 2022, will continue permanently after approval by the Board of Commissioners. The program provides long-term financing for commercial and multifamily property owners to invest in energy efficiency, renewable energy, water preservation, and seismic upgrades. Adrienne Chaillé, the county’s Economic Development Manager, said, "Cedarbrook Senior Living is a powerful example of how CPACE can open the door for property improvements that will make a lasting difference." So far, the program has supported over $44 million in improvements in Beaverton, Hillsboro, and Tigard.
