State Representative Chris Lopez introduced legislation to bring a C-PACE program to Arizona, allowing local governments to provide financing for commercial and industrial projects focused on energy efficiency, water savings, and infrastructure improvements. The program would give property owners access to long-term, low-cost capital without raising taxes or creating new government liabilities, according to the Arizona House of Representatives.
“Pinal County is one of the fastest-growing regions in Arizona, and we need smart, market-driven tools to help our communities keep pace,” Lopez said. Projects under the plan could include energy systems and logistics development to support Pinal County’s growing economy, as reported by the Arizona House of Representatives.
C-PACE uses private funding and lets property owners repay through a special property assessment, providing a clear process for lenders and owners without using taxpayer money. Lopez, representing parts of Pinal and Pima Counties, said the program could support economic growth in Pinal. If approved, Arizona would join over 40 states with C-PACE programs. "As Pinal County continues to attract major employers and advanced manufacturing facilities, we must ensure our communities have the infrastructure to support that growth," Lopez said, as stated by the Arizona House of Representatives.
