
The City of Blaine, Minnesota, is set to host a public hearing on a proposed new housing development, according to a public notice issued by the city's Planning Commission. The hearing, scheduled for February 10, 2026, will invite community members to weigh in on Pulte Group's application to rezone and develop land at 3700 and 3900 125th Avenue NE. What's expected to be laid on the table is a petition for rezoning from Farm Residential to Development Flex, alongside a comprehensive plan amendment from Low Density Residential and Planned Industrial/Commercial to Low-Medium Density Residential.
The proposed project, known as Ravenwood, aims to transform 82.77 acres of land into 79 single-family homes, 56 twin-home lots, and one common lot. The development also includes plans for 11 outlots. To legally proceed, Pulte Group seeks not just to openly discuss but to additionally procure a conditional use permit critical for constructing the homes in a Development Flex zoning district. Blaine's Planning Commission, playing a key advisory role, will later forward their recommendations to the City Council for final consideration.
Interested residents and stakeholders have multiple outlets to participate in the review process. Plans submitted by Pulte Group can be reviewed online at BlaineMN.gov/PCItems, and the staff report will become available on the city's website three days before the meeting date.
