Francisco Manuel Flores, 28, of Cedar Hill, was arrested for allegedly taking unauthorized photos of a woman in a Clarksville Target dressing room on December 24, 2025. WKRN reported that Flores followed the woman into the dressing room and used his phone to take pictures under the door.

When the victim confronted Flores, he reportedly fled in a white pickup truck. Clarksville Police reviewed surveillance footage and asked the public for help. Flores’ vehicle was spotted near the Target on Wilma Rudolph Boulevard on January 4, leading officers to stop and identify him. He later admitted to being the person in the surveillance images, WSMV reports.

Following his January 6 arrest, Flores was booked into Montgomery County Jail for misdemeanor unlawful photography. Clarksville Police confirmed the arrest and asked anyone with additional information or video to come forward, Main Street Clarksville reports.
