
El Paso County has become the scene of a disturbing case of animal cruelty, with local authorities taking decisive action against the crime. According to a social media post by El Paso County Sheriff Oscar Ugarte, a 50-year-old woman, Leticia Portillo, has been arrested on charges of inflicting harm on her canine companion.
The El Paso County Animal Welfare officers initially visited Portillo's residence on the 200 block of Farnborough following an anonymous complaint. Once there, they discovered a dog suffering from a severe, untreated wound, residing in cramped conditions indicative of ongoing neglect. The officers, who found the situation at Portillo's home through a welfare check, issued a notice for a potential animal cruelty violation and instructed her to obtain immediate veterinary assistance for the dog. Yet, as follow-up checks were conducted to ensure compliance, the neglect continued without remedy.
Sheriff Ugarte's office later obtained an arrest warrant for Portillo, setting her bond at $3,000. Investigations dating back to January 8, as posted on the El Paso County Sheriff's official Facebook page, culminated in her arrest and booking into the county detention facility.
