After being tipped off by Somerset Police in May of last year, law enforcement conducted extensive surveillance on Healthy Wellness Spa, located at 130 Middlesex Road. As announced in a statement from Tyngsborough Police published by Boston 25 News, the investigation involved the Massachusetts State Police High Risk Victim Unit and was focused on this business alongside another in Somerset.

Authorities executed a search warrant at the spa, revealing various items presumed to be tied to the illegal activity. "During the search, detectives seized U.S. currency, a ledger containing client information and additional items believed to be connected to ongoing criminal activity," Newport Dispatch reported, indicating evidence of the operation's commercial nature.

Cao, who has been released on personal recognizance after an arraignment in Lowell District Court, managed the Healthy Wellness Spa. Charged with maintaining a house of prostitution, keeping a house of prostitution, and sexual conduct for a fee, Cao's arrest follows the aforementioned search of the premises. According to police, language translation support was provided by the Middlesex Sheriff’s Office, assisting with the cross-cultural nuances of the investigation.
