
Pinal County Development Services Public Works employees received significant recognition at the 2026 Arizona Association of County Engineers Robert C. Esterbrooks Awards held on January 22 in Maricopa. At the ceremony, a handful of Pinal County's finest were celebrated for their exemplary contributions to the realm of public works and engineering.
Among those honored, according to Pinal County's official press release, was Administrative Specialist Sielle Neal, who took home the Rising Star award. Her work within the department garnered praise and placed her in the spotlight as a burgeoning force in the field. Highway Superintendent Ray Garcia earned accolades for Outstanding Operations/Construction Support, bringing his significant field experience and leadership skills into high regard.
The awards did not end there, with District 2 & 5 Managers Charles Williams and Impact Fee Coordinator Maria Salcido receiving Honorable Mention Honors in Engineering Support. Moreover, Justin Turner was recognized as an Honorable Mention for Operations/Construction Support, a testament to his work overseeing heavy construction highway maintenance.
This year marked a special occasion for Pinal County, as it matched their record number of honorees — five esteemed individuals — recognized by the Arizona Association of County Engineers in a single year. The Robert C. Esterbrooks Award Program stands as a noble tribute to its namesake Bob Esterbrooks, a founding member of AACE, aimed at celebrating the diligence and expertise of those in the county public works profession statewide.
