
Last Thursday night, the Portland Police Bureau oversaw protests near the ICE building in South Portland Neighborhood, resulting in six arrests. The Incident Management Team, Rapid Response Team, Dialogue Liaison Officers, Mobile Field Forces, and Sound Truck personnel were deployed, with assistance from Portland Fire & Rescue and the Oregon State Police.
On Thursday around 9 p.m., PPB officers asked demonstrators to move to the sidewalk to keep roads open, broadcasting the request repeatedly via a Sound Truck. Five individuals were arrested for riot, disorderly conduct, and interfering with a peace officer: Ezekiel Mclain, Benjamin J. Davis, Seth Todd, Jordan Brokaw, and Ashley Daugherty.
At around 11:30 p.m., another individual, Daryn Herzberg, was arrested, charged with Disorderly Conduct in the Second Degree, refusing the use of amplified sound equipment. All six individuals were booked into the Multnomah County Detention Center. These latest custodies have brought the total arrests related to ICE protest activities to 79.
The PPB emphasizes that, per Directive 810.10, it does not conduct immigration enforcement but remains committed to public safety and enforcing state laws. Chief Day’s letter and an FAQ on immigration are available to the public, and updates are posted on the bureau’s Events channel on X.
The PPB will continue monitoring protests, balancing constitutional rights with public safety. Officers’ presence is not only for immediate arrests but also for investigating crimes that may lead to later charges. As the bureau notes, 'just because arrests are not made at the scene... does not mean that people are not being charged with crimes later.'
