The Contra Costa County District Attorney's Office has released a long-awaited public report on the fatal officer-involved shooting in Richmond that took place on Aug. 4, 2025. The report, posted today, comes after months of community pressure for more transparency following the Richmond Police Department's release of heavily redacted body-worn camera footage last summer. According to the DA, a full press release and a comprehensive report are now available on the county website.
DA Posts Report And Press Release
In a post on the Contra Costa District Attorney's Office, the office said members of the public can review both the full press release and the comprehensive report through the county's website. The Facebook reel links directly to the county's document page and briefly walks viewers through the office's independent review process.
What Happened On Aug. 4, 2025
On the evening of Aug. 4, 2025, officers responded around 5 p.m. to the 400 block of First Street after a 911 caller reported a man armed with knives and threatening family members. Body-worn camera footage later released by the Richmond Police Department shows the man, identified by his family as 27-year-old Angel Montano, emerge holding two knives and advance toward officers before two officers opened fire. Those details were reported by Richmondside.
Aftermath: Oversight And Community Demands
Montano's death sparked protests and renewed calls for stronger civilian oversight and clearer police communication. In the weeks that followed, city leaders moved to tighten rules on body-camera edits and to require faster press briefings after critical incidents, as reported by CCPulse. Community members and advocates have also continued to demand unedited footage and more robust mental health support when officers are dispatched to behavioral health calls.
What Comes Next
The DA's public report is expected to spell out whether criminal charges are warranted or whether the case will be closed without prosecution. Contra Costa's office has issued similar public reports in other police use-of-force cases, including a Concord report dated Aug. 29, 2025. The Montano family's attorney, John Burris, has said he will review the DA's findings and may pursue civil remedies, according to reporting by the San Francisco Chronicle.
Legal Note
Under California law, the state Department of Justice can independently investigate officer-involved shootings in certain circumstances, and Assembly Bill 1506 created a formal process for that kind of review, according to the California Department of Justice. The DA's public report does not rule out additional administrative or civil proceedings, and advocates say they intend to keep pressing officials for accountability and improved crisis response protocols.
