Kevin Richard Osika, 24, of Cedar Lake, is facing a new round of felony charges after a cyber tip kicked off a multi-agency investigation in Lake County. Prosecutors say the case now includes counts of child molesting, incest and multiple child-exploitation offenses, and that Osika remains in custody while the charges move through the courts.

The Lake County Prosecutor’s Office has signed off on a long list of filings, including child-molesting charges at Levels 1, 3 and 4, a Level 4 incest count, and several Level 4 and Level 5 child-exploitation counts, according to WIMS Radio. Investigators say those charges stem from evidence uncovered during a forensic review of electronic devices seized in the case.

Osika was already on law enforcement’s radar. He had previously been investigated by the Hammond Police Department and was charged in February 2025 with child-molesting counts, according to court records reviewed by Region News Source. The latest filings build on that earlier case but are based on what investigators say they found after the cyber tip.

How Investigators Say The Probe Unfolded

Indiana State Police Internet Crimes Against Children investigators report that the new case started when the National Center for Missing & Exploited Children sent a CyberTip tied to an Instagram account allegedly connected to Osika. That tip led to a search warrant at a residence in the 15000 block of Sheffield Avenue in Cedar Lake, where officers seized multiple electronic devices.

Specialists with the ISP Digital Forensics Unit combed through those devices and say they located additional evidence that supported the new charges. The investigation involved several agencies working in tandem, including the Indiana State Police District 13 Criminal Investigations Division, the Hammond Police Department, the Lake County Sheriff’s Department and the Lake County Prosecutor’s Office, according to WIMS Radio.

Potential Penalties Under Indiana Law

In Indiana, felony “levels” come with built-in sentencing ranges set by state law. Level 1 felonies carry the harshest penalties, while Level 4 and Level 5 felonies are tied to shorter ranges. Why Cyber Tips Lead To Investigations

The National Center for Missing & Exploited Children runs the CyberTipline as a nationwide clearinghouse for reports of suspected online child exploitation. In Indiana, Internet Crimes Against Children task forces, which are overseen by the State Police, work those tips with local partners, according to the Indiana ICAC Task Force and NCMEC's CyberTipline overview.

NCMEC’s publicly available data show that the CyberTipline now processes tens of millions of reports, with a growing share generated by automated detection tools on online platforms. Many of those digital flags, investigators say, eventually land in the laps of local detectives as full-blown criminal inquiries.

For now, the Lake County Prosecutor’s Office has approved the latest round of felony charges, and court dates had not yet been released at the time of reporting. Osika remains housed in the Lake County Jail while the case moves forward. Authorities emphasized that all suspects are presumed innocent until proven guilty in a court of law.
