What was supposed to be a laid-back island evening turned into a scene right out of a Florida Man headline on Wednesday, when a New York tourist allegedly stripped naked at a Key West-area resort, shouted at staff and guests, then urinated on the front door before bolting. Witnesses told deputies the man also smashed a beer bottle inside the on-site restaurant, sending already-rattled patrons scrambling, before fleeing the property. Monroe County deputies later chased him down on foot and took him into custody.
According to the Tampa Free Press, arrest records identify the suspect as 50-year-old Kevin James Combs of Blue Point, New York. Deputies were called to Oceans Edge Resort & Marina on Stock Island around 7:45 p.m. Wednesday, where witnesses said Combs was yelling at staff and patrons, exposing himself, and urinating on the front entrance. He then allegedly smashed a beer bottle on the restaurant floor before running off. Deputies reported catching him on Maloney Drive after a brief foot chase. Records show Combs faces counts of indecent exposure, disorderly conduct, and resisting an officer without violence, and that he was transported to the county jail for processing.
Oceans Edge bills itself as a 20-acre oceanfront resort on Stock Island, with multiple pools, a marina, and an on-site restaurant, which is the property where deputies responded, according to reports. Monroe County directs the public to the sheriff’s office inmate information pages for booking and custody updates.
Charges and what they carry
Florida’s law on exposure of sexual organs, F.S. §800.03, generally makes the offense a first-degree misdemeanor, with a potential penalty of up to one year in county jail and fines, although repeat violations can be treated more harshly. Resisting an officer without violence, covered by F.S. §843.02, is also typically charged as a first-degree misdemeanor. Those are maximum statutory penalties, and it is up to prosecutors and judges to determine how those laws apply in any specific case.
Local context
Indecent-exposure and public-sex arrests are not exactly rare in the Florida Keys. Deputies have made similar arrests at local businesses and along the Overseas Highway in recent years, and local coverage has highlighted that law enforcement treats public sexual conduct as a public-safety concern, not just a prank that got out of hand. One such case was covered by Local 10.
As of Thursday morning it was still unclear whether Combs had hired an attorney or when his first court appearance would be set, the Tampa Free Press reports. Any changes to his bond, charges, or hearing dates are expected to appear in Monroe County court dockets and sheriff’s records as the case moves through the system.
