Sycamore’s main drag may be getting a new kind of retail tenant, as a local developer asks city leaders to sign off on the town’s first neighborhood recreational cannabis dispensary on DeKalb Avenue.

The proposal targets 1598 DeKalb Ave., a storefront in the heart of the city’s primary retail corridor, and is set to land in front of the City Council on Monday.

The City Council’s regular meeting is scheduled for 6 p.m. Monday at City Hall, according to the agenda posted by the City of Sycamore. That is when a special-use permit and any related amendments to the city code are slated for debate and a vote.

What The Developer Is Asking

Developer Steve Weber of Echelon Grow has requested a special-use permit to run a dispensary at 1598 DeKalb Ave., across from an O’Reilly’s Auto Parts in a building that previously housed Bill Cho’s Taekwondo Center.

Weber’s filing also asks the city to loosen its existing 1,000-foot minimum distance requirement from schools and day-care facilities, cutting it to 250 feet so the property would qualify. City mapping shows the parcel is about 287 feet from a day-care facility. The Planning and Zoning Commission has already given the proposal a favorable recommendation, according to Shaw Local.

Drive-Thru Plans, State Rules And Limits

Weber’s site plan includes what is labeled a “mobile order fulfillment window,” intended for curbside or drive-up pickups. That idea runs into a thicket of rules at both the state and local levels.

The Illinois Department of Financial and Professional Regulation has permanently approved curbside pickup for registered medical cannabis patients, but wider use of drive-through dispensing and other pickup setups is still controlled by state regulations and recent legislative proposals, according to Illinois News Joint.

On top of that, many municipal zoning codes in the region explicitly prohibit drive-through service at cannabis dispensaries. One example is model language in the regulations for Lake County.

DeKalb County is not new to legal cannabis retail. Excelleaf lists a DeKalb dispensary at 305 E. Locust St., and nuEra operates at 818 W. Lincoln Hwy. Those existing shops give local customers established options and have helped shape how nearby communities draft rules on operating hours and buffer zones.

Local Politics And Precedent

Sycamore officials have taken a careful approach to cannabis businesses so far. In April 2023, the City Council tightened the city’s Unified Development Ordinance and rejected a proposed craft-grower permit, a move that adjusted distance requirements and other restrictions on cannabis operations, as reported by Shaw Local. That history sets the stage for close scrutiny of any request to relax buffers or grant zoning exceptions.

Monday’s City Council vote will decide whether Weber’s dispensary plan can move forward at the local level.
