A 41-year-old Harrah resident, Sean Horse, was arrested Monday and booked into the Oklahoma County Detention Center on a $250,000 bond after investigators say they uncovered more than 100 images of child sexual abuse material during a search of his home. The Oklahoma State Bureau of Investigation’s Internet Crimes Against Children unit, working with local partners, handled the probe. Horse faces state charges that include aggravated possession of child pornography and accessing a computer system with unlawful intent. He is presumed innocent unless and until he is proven guilty in court.

Search warrant, cybertip and arrest

According to OSBI, its ICAC team and the Harrah Police Department served a search warrant at Horse’s residence on Feb. 25. During that search, investigators say they located more than 100 images and files they classify as child sexual abuse material. Authorities say they tied the material to an online account and identified Horse as the person using that account, then obtained an arrest warrant in Oklahoma County District Court. The Oklahoma County Sheriff’s Office carried out the arrest on Monday. In a post on X from OSBI, officials said the National Center for Missing & Exploited Children had first alerted them through an online cybertip and listed Hunter McKee as the media contact.

What the charges mean

Oklahoma law treats possession of 100 or more separate items depicting the sexual abuse of children as aggravated possession of child pornography. A conviction on that charge can carry a sentence of up to life in prison, a fine of up to $10,000 and a requirement to register as a sex offender. The aggravated possession statute is codified in state law, per the Oklahoma statute. The related allegation that Horse accessed a computer system or network with unlawful intent falls under the state’s Computer Crimes Act and is prosecuted as a felony, according to the OSBI statute list used by prosecutors.

How ICAC probes usually begin

Cases like this typically start when an online platform or a member of the public reports suspected child sexual abuse material to the National Center for Missing & Exploited Children’s CyberTipline. Staff at NCMEC review those tips and forward them to state ICAC task forces for investigation, according to NCMEC. OSBI agents and local police then use digital forensics and other evidence to build probable cause for search warrants. That same playbook recently led to a lengthy prison sentence in a separate Pontotoc County case, described in the article on an Ada man gets 45 years after an ICAC raid sparked by a cybertip.

What's next

Horse remains in custody at the Oklahoma County Detention Center as prosecutors prepare formal charges in district court and a judge schedules his upcoming hearings. OSBI’s social media post listed Hunter McKee as the bureau’s media contact, and authorities are asking anyone with additional information to reach out.
