A quiet Glen Park block briefly turned into a federal takedown scene today, when masked officers in tactical gear pulled a man from his car and took him into custody, according to witnesses.

The whole thing unfolded in roughly five minutes just before 8:15 AM, neighbors said. A large SUV rolled up, several people in body armor and masks climbed out, and at least one officer wore a vest labeled police federal officer. Witnesses said the group carried rifles as they surrounded a parked vehicle and ordered the driver out.

Video and eyewitness accounts reviewed by The San Francisco Standard show officers pulling a man from the car, pinning him on the pavement, then moving him into an unmarked vehicle. The Standard identified the person who recorded the clip as 17-year-old Charlie Steinberg and reported that the officers searched the man’s pockets before leaving his car behind.

According to Mission Local, the detention happened on Mangels Avenue, and an activist later reported seeing the same man brought into the Immigration and Customs Enforcement field office at 630 Sansome Street. Mission Local also reported that the San Francisco Rapid Response Network was alerted to suspicious activity in the area but had not yet verified whether an arrest had occurred.

The San Francisco Police Department has previously identified a man named Marvin Dick Godoy Calderon in an October 2023 news release, saying he was cited that month on suspicion of possessing stolen property. That earlier citation does not appear to be tied to Wednesday morning’s operation on the street.

DMV records reviewed by The San Francisco Standard show the car left at the scene is registered to Marvin Godoy Calderon. San Francisco Superior Court’s online database lists no active criminal cases under that name. District 7 Supervisor Myrna Melgar told The Standard that Immigration and Customs Enforcement officers had taken a man into custody and that he has legal representation, although she could not say whether the detainee was Calderon.

Legal context

If the operation involved Immigration and Customs Enforcement, it would fall under civil immigration enforcement rather than a local criminal arrest. City policy generally restricts the San Francisco police from helping with federal immigration actions. As reported by CBS San Francisco, the SFPD has said it does not assist in the enforcement of civil federal immigration laws. Mission Local and other outlets reported that the Department of Homeland Security, ICE and Customs and Border Protection did not immediately respond to questions about Wednesday’s operation.

Neighbors and advocates

Residents described the encounter as abrupt and unnerving. Several said they rushed back inside to warn family members and neighbors as the officers moved in and out of the block in a matter of minutes. Advocates who monitor immigration enforcement in San Francisco said they plan to track the case, verify the man’s status and confirm that he has access to legal support. For now, people on the street where it happened are left with a lingering sense of unease and few official answers about what they witnessed.
