Costco has quietly snapped up the city-owned lot where Burnsville’s Fire Station No. 1 once stood, clearing the way for a major reshuffle of parking and fueling next to its warehouse on Burnhaven Drive. The move opens up the parcel across the road from the Burnhaven Drive Costco for a redevelopment centered on relocating and expanding the store’s fuel operation.
Costco paid roughly $2.1 million for the parcel, according to the Minneapolis / St. Paul Business Journal. City planning materials show the sale followed a solicitation of offers in October 2024 and a Purchase and Private Development Agreement the parties signed in May 2025. The planning documents lay out a sketch plan and related easements, and staff told the city council they anticipated a closing in June 2026, as detailed in the City of Burnsville.
Costco’s Plan Would Beef Up Burnsville Fuel Island
The sketch plan on file with the city calls for Costco’s fuel island to move to the former fire-station parcel and grow significantly in the process. The filing outlines an increase from roughly 18 pumps to about 32, along with a new stormwater basin and a reworking of parking aisles aimed at smoothing traffic circulation. The plan keeps the cell-tower footprint in place for several years and includes easements and a commitment to relocate a weather siren. The changes are framed as a way to cut down on long lines inside the current pump area and make more efficient use of the warehouse lot.
Next Steps And Public Review
The project still has a few hoops to jump through at City Hall. Staff and Costco have negotiated amendments to the purchase agreement, and the planning packet outlines conditional-use, rezoning and landscaping conditions that must be approved before any construction starts. Recent amendments and staff recommendations appear in City of Burnsville council agendas and reports, and the planning commission is set to hold public hearings as the conditional-use and rezoning requests move forward.
For shoppers, the most visible change will be at the pumps. Costco lists its Burnsville warehouse at Costco, at 14050 Burnhaven Drive, and the sketch plan puts the new fuel island on the parcel just across the road. At a neighborhood meeting, residents and nearby businesses raised familiar worries about traffic and fuel odors, and the filing notes that Costco has revised screening and maintenance plans to respond.
