St. Thomas University is getting ready to redraw a big chunk of its Miami Gardens footprint, and it wants a serious development team riding shotgun.

The university has issued a formal request for partners to help transform roughly 28 acres along the Palmetto side of its main campus into a mixed-use district with student housing, workforce residences, hotels and retail. School leaders say the project could reshape not only the campus edge but also the surrounding blocks.

According to the South Florida Business Journal, St. Thomas has invited qualified development teams to pitch concepts for the 28-acre site as part of a broader push to expand capacity and help pay for campus upgrades.

Legal adviser Nelson Mullins said in a press release that the opportunity centers on a proposed mix of hotel, retail, student housing and workforce housing, all sitting within a federally designated Opportunity Zone. The firm also noted that GHA Architects will provide planning and design advisory services for the overall master development concept.

What St. Thomas Is Seeking

President David Armstrong told Miami Today the university has already added more than 1,000 on-campus beds in recent years and believes it needs roughly another 1,000 to keep up with enrollment growth.

Armstrong said the school is not looking to sell its land. Instead, St. Thomas would consider long-term ground leases and is seeking partners who can “re-envision” the Palmetto-facing frontage for both students and nearby residents, with development that feels like an extension of campus life rather than a wall around it.

Why Developers Might Care

The site checks a lot of boxes that tend to perk up developer interest. It fronts the Palmetto, has strong visibility and sits inside an Opportunity Zone, which can come with notable tax advantages, according to Nelson Mullins and university materials.

Procurement documents outline a blended program: market-rate and workforce housing paired with hospitality and retail, designed to serve students while generating revenue that can be funneled into new academic and athletic facilities. In other words, the school is looking for a project that pencils out for investors and pays dividends for campus life.

Next Steps

Officials say interest has already come in from around the country. The university plans to review submissions in phases before narrowing the field to a shortlist. Coverage in Miami Today indicates the initial screening could take several weeks.

Developers who want in are being directed to the university and its advisers for procurement documents and contact information.

If St. Thomas selects a partner and moves ahead, the project would rank among the largest private investments along the Palmetto corridor in Miami Gardens and would serve as a textbook example of a university using a public-private structure to finance expansion. We will keep an eye on zoning filings, public meetings and procurement updates as proposals move through review.
