Indianapolis police on Wednesday served a search warrant on a north-side house operating as Sunny Angel Spa near 63rd Street and Keystone Avenue and arrested a woman on suspicion of promoting prostitution after an undercover investigation that detectives say turned up offers of sex for cash.
Capt. William Carter told reporters detectives went in twice in an undercover role and, each time, “received propositions for sex in exchange for money.” Neighbors said they watched a steady stream of men pull up, slip through a back entrance for about 20 minutes, then head out again. They also noticed the backyard had been paved to create extra parking and that a tall privacy fence had gone up. Jail records listed the homeowner as 51-year-old Xu Fengming, who was booked into the Marion County Adult Detention Center, as reported by Fox59.
Neighbors Say a Short, Steady Stream of Visitors
People living nearby said the setup quickly stood out once it got going: unfamiliar men would arrive, head straight for the back door, stay a short time, and leave. Neighbor Taylor Middleton said she first noticed the business about a month ago and tried to look it up, but could not find any official state license tied to the operation.
Booking Records and Charges
According to jail records, Xu Fengming is listed as a citizen of China and is being held at the Marion County Adult Detention Center. The Marion County prosecutor's office had not filed formal charges against Xu at the time of reporting, according to the local coverage.
What the Law Says
Under Indiana law, promoting prostitution can be charged as a felony. The statute covers knowingly allowing a place to be used for prostitution, procuring people for prostitution, or taking money earned through prostitution. The law defines promoting prostitution as a criminal offense and sets different felony levels based on what exactly occurred and whether minors were involved, per the Indiana Code.
Part of a Broader Local Enforcement Pattern
Sunny Angel Spa is the latest in a string of massage-style businesses in Marion County to draw undercover attention. IMPD detectives have recently raided other parlors during similar investigations, including a prior case that resulted in an arrest at a west-side location, according to reporting by WRTV. Police say they typically launch these operations in response to complaints from neighbors and tips submitted online.
The investigation into Sunny Angel Spa is still active, and police have not said whether they expect additional arrests or charges. Neighbors said they hope the raid will put a stop to the activity they had been watching and restore a sense of normalcy to a block they felt had suddenly changed.
